Applications are invited from suitably qualified professionals to resource the position of Fintech Development Assistant, Fintech Development and Implementation Section, Policy and Development Department, Payment System and Money Services Oversight Division. 

Reporting to the Head, Fintech Development and Implementation, the successful candidate will be responsible for:

  1. Assisting with identifying, pursuing and promoting the National Payment System reform developmental projects.
  2. Contributing to the development of business analyses, technical and operational requirements for stated areas of reform.
  3. Assisting in timely implementation of projects and evaluation of projects to determine relevance.
  4. Assisting in conducting training of participants of new and existing payment systems.
  5. Assisting in conducting Fintech Sandbox assessments and project implementation of financial market infrastructures.
  6. Assisting with the development of key business objectives for reform projects and facilitating the preparation and implementation of defined project plans.
  7. Assisting with conducting business impact reviews and analyses keeping up-to-date with new developments in payment systems that could impact the National Payment System and financial system stability.
  8. Conducting research and analysis on trends affecting payments system reform implementation.
  9. Assisting with managing and monitoring Sandbox applicants and support on-site and off-site assessments of applicants. 
  10. Preparing routine, periodic or special reports and presentations on projects covering progress, issues and deliverables within agreed timelines
  11. Performing any other duties consistent with the nature and function of the job. 

QUALIFICATION AND EXPERIENCE

  •  Postgraduate degree in Accounting, Finance, Business Administration, Banking or Economics with one (1) year experience in Payments System Reform, Project Planning and Management or other experience working in Financial Markets within the financial sector.             

                                                         OR

  • Undergraduate degree in Accounting, Finance, Business Administration, Banking or Economics with two (2) years' experience in Payments System Reform, Research, Planning and Management or other experience working in Financial Markets within the financial sector. 
Certification in Banking or Finance and Information Technology.
Project Planning would be an asset.

SPECIFIC KNOWLEDGE AND SKILLS REQUIRED

  • Knowledge of the Payments Clearing and Settlement Act (PCSA) and good understanding of rules applicable to payment systems, payment system design, risk management framework, contingency arrangements, testing documentation, contractual arrangements and infrastructure providers, ancillary links to payment system and system governance.
  • Knowledge of technical, legal and governance arrangements with third party service providers.
  • Specific knowledge of payments system issues and trends and a broad knowledge of issues related to monetary policy, liquidity management and legal aspects of the payments system. 
  • Understanding of developments in electronic commerce.
  • The ability to assess the risk impact for the bank in relation to global and local developments in the financial markets and the macro-economy. 
  • Knowledge of project, business analysis and people management. 
  • Strong analytical and research and reporting writing skills.
  • Good interpersonal skills.
  • Ability to communicate effectively, both orally and in writing, 
  • Ability to function effectively both independently and as part of a team.
  • Good organizational skills.
  • Exposed to highly confidential information. 

WORKING CONDITIONS

  • Required to work beyond normal working hours as the need arises to meet stipulated deadlines.
  • Exposed to extended periods of concentration on exacting details. 
  • Exposed to unpredictable work demands related to developments beyond the control of, and external to the division.
