Webmaster, Public Relations Department, Corporate Secretary's Division

The successful candidate will report to the Director, Public Relations Department and will be responsible, inter alia, for:

  1. Planning, re-designing, developing, managing and maintaining the Bank’s Intranet, Internet and Extranet Websites.
  2. Collaborating with management, departmental technical officers and the Information Systems Department to develop policies and procedures governing the websites’ purpose, functions, requirements and long-term strategy.
  3. Collaborating with internal and external developers to create an effective user experience to ensure sites include the latest web technologies.
  4. Supporting  content managers in the posting of scheduled and intermittent content to the website, Intranet and extranets and liaising with Divisions to ensure content remains current;
  5. Overseeing the organization of real-time and high-profile content provided by departments throughout the Bank, ensuring that professionalism is maintained in the overall web content and presentation of the Bank’s online portals.
  6. Collaborating with the Information Systems Department to ensure optimal page loads, uptime and integration with business functions.
  7. Researching emerging technologies and services which may enhance the Web experience and making recommendations to the Bank’s management on improvements to the efficiency and effectiveness of the Bank’s online portals.
  8. Managing, developing and monitoring the Bank’s social media presence, maintaining the physical framework and developing strategies to attract direct traffic to the platforms.
  9. Ensuring that the Bank’s social media platforms are actively integrated with the Bank’s website and that there are adequate safety measures to protect the platforms from being compromised.
  10. Monitoring requests for information by external visitors to the website and coordinate the provision of timely responses of authorized divisional responders to requestors.
  11. Posting and maintaining website/Intranet and social media content as required by the Public Relations Department and Divisions of the Bank interacting with internal and external clients with regard to web queries.
  12. Acting as subject matter expert to provide advice and facilitate training and exposure to departmental technical officers regarding website issues.
  13. Conducting research and analysis of web traffic/usage statistics to support management decision making and ensure user’s needs are being met.
  14. Maintaining and setting parameters for advertisements posted on the Bank’s website, ensuring that they are within the site’s architecture.
  15. Implementing established retention schedule for messages on any electronic bulletin board and removing messages posted deemed inappropriate.
  16. Identifying risks associated with website management and providing advice to management on ways to mitigate these risks.
  17. Identifying potential problems likely to lead to systems failure and bringing this information to the attention of the Information Systems Department.
  18. Planning for changes to the website, intranet and extranets, reviews statistics, monitor web analytics and address performance issues.
  19.  Spearheading action for the improvement of the Bank’s website and Social Media       presence as necessary.

SPECIAL KNOWLEDGE AND SKILLS REQUIRED

The incumbent should have:

  • Sound knowledge of web communications strategies and technologies
  • Sound knowledge of the role and functions of the Bank of Jamaica
  • Knowledge of Hypertext Mark-up Language (HTML), Cascading Style Sheets  (CSS), Hypertext Preprocessor (PHP), and Javascript, FlASH and other web programming languages
  • Understand international web standards and protocols
  • Thorough knowledge of Search Engine Optimization (SEO)
  • Knowledge of content management, animation, video editing, and fundamentals of design imaging
  • Knowledge of computer software programming and graphics
  • Excellent communication skills, both written and oral, and keen attention to detail
  • Ability to work under pressure to meet strict deadlines
  • Strong problem solving and critical thinking skills
  • Excellent analytical and conceptual skills
  • Show creativity and imagination
  • Excellent interpersonal skills
  • Ability to work on own initiative and with a team

MINIMUM QUALIFICATION AND EXPERIENCE

Postgraduate degree in Computer Science or Information Technology with at least three (3) years experience in designing, developing and maintaining websites.
 

OR

Undergraduate degree in Computer Science or Information Technology with at least five (5) years experience in designing, developing and maintaining websites.
 
The following experience would be considered an asset:

  • Designing digital games and application.
  • Graphic arts’ skills

The incumbent will be:

  • Exposed to highly confidential information.
  • Required to demonstrate a high level of integrity and professionalism.
  • Required to give special attention to detail.
  • Required to work beyond regular working hours when necessary in order to meet deadlines.
  • Work requires prolonged sitting, repetitive use of a computer keyboard and mouse, viewing a VDT screen as well as manual dexterity, clear speech and visual and hearing acuity.
  • Pressures may be generated by deadlines, large projects, seasonal peak work periods and frequent interruptions.
