IT Specialist-Applications, Information Systems Department
The successful candidate will be responsible, inter alia, for:
Planning, organizing and supervising the daily operations of the Section.
Developing the work programme of the Section for the development of information technology plans to support the business strategies and objectives of the Bank.
Providing leadership and analytical support to staff in the Section and facilitating staff development for improving the quality of output of the Section.
Overseeing the development of policies and procedures to continuously improve the effectiveness of the Section.
Ensuring the employment of application security measures for the safety and preservation of data quality and integrity with regard to consistency, completeness, accuracy and precision.
Conceptualizing and developing requisite systems models based on request of users and further translate them into software solutions.
Coordinating the designing, maintaining and assisting with the implementation of effective business solutions to satisfy user needs.
Overseeing the monitoring of applications after implementation to ensure performance, integrity, stability and/or reliability is maintained/enhanced.
Planning, developing and implementing quality standards and test procedures for software and product evaluation.
Overseeing the review, design and development of appropriate training programmes for users and staff that will facilitate knowledge transfer.
Utilizing project management methodologies to facilitate effective and timely implementation of business projects.
Ensuring the timely and effective delivery of approved projects within agreed requirements.
Reviewing existing information processing systems to evaluate effectiveness and make the appropriate recommendation.
Providing expert advice to the Senior Director, Information Systems Department on the impact of current, planned and global technology trends as it relates to the Bank’s business.
Defining and documenting policies, procedures and standards for the efficient implementation, management and utilization of the Bank’s applications.
Overseeing the defining, documenting and resolving of application issues/concerns.
Defining and documenting the user requirements within an information technology framework to improve existing computer systems.
SPECIAL KNOWLEDGE AND SKILLS REQUIRED
The incumbent should have:
Sound knowledge of BOJ's IT environment.
Knowledge of project management methods.
Sound business analysis skills.
Sound know of systems analysis and design.
Sound knowledge and awareness of the BOJ's business and operations.
Sound application development and maintenance skills.
Sound knowledge of the principles of database management systems and the role of database administrator.
Keen knowledge in the technical and support aspects of all activities of Information Systems Department to provide a source of expert advice on problems that may develop.
Ability to translate user's description of business process into IT concepts.
Sound analytical and problem solving skills.
Sound knowledge of the information system environment, standards, practices and trends.
QUALIFICATION AND EXPERIENCE
Postgraduate Degree in Computer Science, Information Technology or Management Information Systems (MIS) or related application systems development programme with at least five (5) year's experience in applications and/or application development tools with at least two (2) years at the managerial level.
Undergraduate Degree in Computer Science, Information Technology or Management Information Systems (MIS) or related application systems development programme with at least six (6) year's experience in applications and/or application development tools with at least three (3) years at the managerial level.
Professional certification in Information Technology with at least seven (7) years’ experience in applications and/or application development tools with at least four (4) years at the managerial level.
Certification in Project Management would be an asset.
